Luke will report to the Chairman of Liberty Energy’s Board of Directors. He will also join the PEC Board as a Director, replacing Paul DeMand. Paul will continue in his role as Director of Liberty Energy helping to drive group success.

Luke is joining Dean Bell as a Chief Operating Officer of Liberty Energy. Dean will continue to oversee Liberty Energy operations with CR3 and ZymeFlow. Dean is based in Abu Dhabi for Liberty Energy and is focusing on growing the integration of MidEast and Indian operations as well as the development of decontamination products and services in the US serving customers around the world.

Luke brings nearly three decades of industrial services leadership across EPC project delivery, maintenance services, corporate strategy, and post-acquisition integration in the energy and infrastructure sectors.

Most recently, Luke was COO of Altrad Australia, a business of roughly AUD 600 million in revenue and about 3,000 employees. Luke was asked by the founder to turn around two struggling acquisitions, AusGroup and Valmec. He renegotiated and completed eight loss-making lump-sum EPC contracts, integrated three organizations into one platform, and delivered the company’s strongest EBITDA and free cash flow in a decade. Before that, he was CEO of Altrad Babcock’s International Division, leading about 5,000 people across nine countries and managing shareholder and banking relationships while keeping EBIT positive through COVID. He began his career in on-site engineering roles at Babcock, later Doosan, and progressed through its corporate strategy function, where he led M&A integration contributing about USD 1 billion in group revenue and the merger of two loss-making divisions into one profitable entity.

Luke holds an MBA, a Postgraduate Diploma in Marketing, and a BSc (Hons) in Management Science from Loughborough University and has extensive board experience.
